The Federal government made it clear that they wanted to stop the welfare mom culture and get single mothers back to work. To that end, they reduced welfare for single mothers and implemented programs and policies to reward single mothers for working. If you are a working single mother, there many options available to help defray costs. Help for single moms is still out there, it just may not be as obvious to the general public.

Dependent Care Flexible Spending Accounts

The government allows employers to offer a dependent care flexible spending account as a benefit. The benefit works by taking child care monies out of the paycheck prior to taking out taxes. The worker then must claim the money through the Human Resources department by showing receipt of payment for qualifying childcare expenses.

This provides help for single moms, and all families, by offering a savings equal to the end of year tax rate on that portion of their income allotted to childcare expenses. However, if all the monies that were put aside in the fund are not claimed, they are not reimbursed to the employee. Therefore, one has to be careful only to allot the exact or less amount that one intends to spend on childcare for the year into these accounts.

Tax Time

One of the biggest areas where a single mother can benefit is around tax time. If she was employed throughout the year, she can file as a head of household, earning a lower tax rate, and may even qualify for an earned income credit and

To be eligible as a single mother, one has to have earned income during the year, but beneath a particular level. This credit can add thousands to your tax refund and is a form of government-sponsored support for working mothers. It can even be chosen to show up directly in your paycheck the following year, instead of waiting for the end of year to file and receive the benefit.

Other Help For Single Moms

The Department of Social Services has the most information on where else to get help for single moms. They can provide assistance with qualifying and getting into programs like food stamps medical assistance, child support enforcement, and child care subsidies.

For housing, the Department of Housing and Urban Development (HUD) offers programs for low-income people in the form of vouchers, section 8s, or first-time homebuyer programs.

In addition, the Federal government gives out help for single moms in the form of education grants and loans to help them obtain new skills and get into the job market. Filling out a FAFSA and applying to a college or university that will look through the programs to see if you qualify can locate these.

Single mother help comes in many variations. Many people think of financial assistance when they consider single mother help. Many federal, state and local programs do offer some form of assistance for single mothers, but much of that assistance is not sufficient. Some single mothers can not find work that will allow them to pay their regular bills and provide quality child care for their children. Many single mothers would like to find educational programs that would allow them to gain skills that would allow them to work at something other than entry level jobs.

Obtaining these skills would mean further education. While many woman want more education, they find it difficult to find educational opportunities that would allow them to work, attend school and pay for they quality child care necessary to allow the women to be away from the children for long hours. Most single mother help will solve one issue, but conflicts with other single mother help that would help solve the other issues. Most single women are then forced to make a choice between the available options.

Sometimes, a single mother discovers that her support system is her biggest ally. Some organizations can?t provide financial single mother help, but they can provide support for single mothers. Many agencies sponsor single mother support groups. The members of these groups cheer each other as they celebrate successes. The members also support each other in times of stress. In some cases, the members can swap services, such as child care, thus allowing many single mothers some time to themselves, or to attend school. Support group members also can share tips that help each other solve the small, annoying problems that everyone encounters during the course of a week.

If a single mother can?t find a local single mother help support group, she might want to search local churches or senior citizen organizations. Some of these organizations might have small programs that could help the single mother for a short time. Perhaps the organizations would be able to help the single mother network to obtain information or other services that would help the single mother alleviate her problem.

Many agencies can not provide all the help that a single mother needs, but it is possible that a single mother, if she persists, will find several small organizations that will work together to help her get out of poverty and establish a stable life for herself and her children. Single mothers can find single mother help, but mothers will do better if they have the support they need to continue their search for a better life.

The philosophy that the Federal government currently upholds for teenage mothers is to promote values of abstinence, education, and paternity identification. With that in mind, many services for single mothers on the Federal level have been curtailed or delegated to local agencies. Private organizations have also stepped in to fill the gap.

Although Aid to Families with Dependent Children (AFDC) is still available, the requirement that a teenage mother complete high school or live at home in a supervised setting means that childcare and housing must be available for the teenage mother. Either she must work to pay for childcare, or she must find programs that help her to get assistance in this area. If her family is not supporting her and has turned her out on the streets, then housing and childcare both need to be met and become her first priority.

Housing

The Department of Housing and Urban Development has programs to establish Second Chance housing for teenage mothers. These are usually delegated to local housing apartment complexes or communities. Included in the services for young single mothers, among many other services, the housing offers:

* Adult supervision
* Parenting classes
* Access to childcare and health services
* Available transportation
* Mentoring
* Education and job training

The need for a myriad of services for young single mothers to support them as they face the challenge of parenthood while finishing their educations is immense.

Mentoring

Other local agencies may offer mentoring or foster grandparents to help in learning valuable parenting skills or to provide daycare while the mother is in school. Teenage mothers have not even matured themselves and they have to learn how to become responsible for another human being. The mentoring program services for young single mothers provide emotional support while passing on skills in infant care and decreasing the chance of child abuse.

The Public School System

Some schools, recognizing the need for services for young single mothers, have on-site childcare programs. Some even allow the mother to bring the child to class with them, but these are few and far between. In addition, a teenage mother may feel the stigma of being an unwed teenage mother and refuse to continue her education. However, there are local services that do try to provide a support system and services for young single mothers.

Other local agencies that can provide services for young single mothers beyond shelter and childcare are local hospital and clinics. They may have special prenatal and postpartum programs for young single mothers. The local branch of the Health and Human services office also can pinpoint more resources for young single mothers and WIC (Women, Infant, Children) can provide nutritional support for infants and their mothers.

The Federal Financial Assistance Management Improvement Act of 1999, also known as Public Law 106-107, was enacted to help individuals and organizations to seek grants for a variety of reasons. This could be free assistance for single mothers that could solve many a single mother?s problems, though not directly.

A variety of Federal agencies that sponsor grants will list their grant, the requirements and other information, at Grants.gov. Agencies or individuals can register and apply for any grant that seems appropriate. The registration and the application information are connected to the one site. Some of the categories of available grants are as follows: Education, Employment and Training, Housing, Food and Nutrition, and Legal Services.

A woman looking for some sort of free assistance for single mothers could access this site and search for particular kinds of grants. This would include grants for housing, education or even child care. Many of the grants are not available for single individuals, but it is possible to find one or two, if someone is persistent in searching.

In many situations, a better choice would be for a single mother to find an agency such as a church or school that would be willing to help, if money were available. In some cases, a woman?s place of employment might be eligible to apply for a grant. If the organization obtains the grant, they could establish programs that could provide free assistance for single mothers. It would be possible, for example, for an already existing child care facility to apply for a grant to extend the facility, or provide free or reduced-fee child care as free assistance for single mothers. An organization could thus build its own program as well as help provided needed services to the community.

Another source of free assistance for single mothers regarding grants can be found at www.neh.gov. The National Endowment for the Humanities, a not-for-profit agency, might seen to be an odd place to search for free assistance for single mothers, but it could provide information on grant money that might allow a single mother to attend college. It is also possible that single mothers might find a variety of sources that would allow her to send her children to college, or to send her children to better colleges than might otherwise be available.

The primary requirement for any of these grants is that the applicant be a citizen of the United States. Non-citizens must have lived in the United States legally for three years prior to applying for the grant. Other information can be found at the two mentioned web sites.

California provides several services for its citizens. Some California single mother assistance can be found online at the California Department of Social Services (CDSS) web site: http://www.dss.cahwnet.gov/cdssweb/. This site allows individuals to find services, report abuse and generally gives the citizens of California an opportunity to easily interact with their state government.

In addition to the regular tabs that will allow a user to find services, the CDSS home page has a list of featured programs that might provide California single mother assistance, depending on what the single mother needs. A recent review of the home page found a link to a discussion about changes in the child welfare system in California. There was also an article that discussed what the state of California was doing to monitor and measure the outcomes of its child welfare program. The State does not want its children to get lost in ?the system? and is working on ways to improve its child welfare system. This should provide the California single mother assistance in understanding what the State is doing to the children in its care. Many of the women who earn below the level have children in the California system and they want to know their children are in good care.

The CALWorks (California Works Opportunity and Responsibility to Kids) program provides help to families with children. These families have few resources because of the illness or death of a primary caretaker. There are mechanisms to allow families to obtain immediate help, but there is paperwork to do in order to get that help.

CALWorks is also the California single mother assistance entry point for the US government Temporary Assistance for Needy Families (TANF) program. The TANF program, which replaced the old Aid to Families with Dependent Children program, was reauthorized by the US Congress in 2006. The Federal government authorizes the states to manage the TANF program according to the needs of each state. This program has developed over the decade since its beginning. Anyone who received AFDC funding, moved away from California and is now returning, or anyone who received TANF funding from another state will need to check with CALWorks in order to discover if she still qualifies for California single mother assistance under that program.

Interestingly enough, a Google search for information on California single mother assistance programs found information on the programs that existed before the Federal government modified its welfare programs. Many of the links found were opportunities for singles to meet other singles. Perhaps the recent TANF authorization is so new that few sites have created links to current information. Anyone interested should search for information frequently.

So, you're one of the lucky single mothers that have made it: You're thinking of buying your own home. The greatest drive in a single mother's life is to provide food and shelter for her children. However, either keeping the home after you divorce or managing to buy a home later, it all boils down to one thing: maintenance. Wouldn't it be wise to know what kind of housing tips for single mother you need to be able to reduce your expenses of homeownership?

Unfortunately, housing is always in need of constant maintenance. Whether it's a new paint job, a new roof, pests, insects, and appliance repairs – owning a home is very expensive. As any single parent knows, one must maintain a cash flow of income to support the children and if the house becomes a burden and can't be maintained, selling it won't be an option either. If you buy a home, then you must not only pay the mortgage but you must maintain it to recoup your investment.

With that in mind, before you buy here are some housing tips for single mother:

* Have an inspection done
* Do not buy a house with an old roof on it
* Make sure all repairs are done before you move in
* Buy a policy to cover the major appliances in case they break

A little foresight can save a lot of money down the road. Anything that is old or aging should be negotiated in the contract for replacement. If the home seller doesn't do it, you can be sure you will be doing it.

An old roof is the most expensive proposition if it needs replacement because of the way people can double-shingle it. If it is double-shingled, the job can be two or three times more expensive than single-shingled roofs to replace it. Therefore, included in your housing tips for single mother is the advice to avoid a house with an old roof on it or have the roof replaced by the home seller before you move in.

There are many appliance policies now to cover major systems like the furnace, the water heater, air conditioner, refrigerator, and dishwasher. The costs are minimal and the peace of mind is priceless.

The current Temporary Assistance for Needy Families (TANF) program was reauthorized in February 2006. This particular program is a major source of single mother assistance programs and took the place of Aid to Families with Dependent Children (AFDC). Through this program, the United States government provides money to the individual states for single mother assistance programs and the individual states decide how the money should be spent within that state. Each state has the authority to set its own eligibility requirements.

Though there are a few exemptions, most individuals who apply for single mother assistance programs must be eligible to work and/or actively seeking work. Most states require that those who receive TANF funds need to be working within two years of their acceptance into the program. The general rule is that single mother assistance programs will cease after sixty months, though many states will have varying rules as to how long individuals and/or the children can continue to receive funding.

Additional segments of the program can also provide single mother assistance programs in the area of child care. As with other TANF provisions, each state establishes its own set of criteria for eligibility and length of time that a single mother can obtain this assistance. It is possible that a single mother could be eligible for certain benefits in one state, move and be ineligible for benefits in her new home state.

Through the United States Office of Health and Human Services, the administration of Children and Families also sponsors the Healthy Marriage Initiative (HMI). This program grants funds to agencies that can provide programs to strengthen families. Depending on the geographic location of the single mother, assistance programs can be found to provide counseling to couples considering marriage. Other programs may help a single mother obtain the job skills that are needed to obtain employment and self-sufficiency.

It is possible that a family can continue to receive assistance if the mother marries while she is receiving help from the state. Any woman who is considering marriage, or cohabitation, will need to check with the agency through which she obtained the initial assistance, to learn how her marriage could possibly affect the family?s aid.

When TANF was originally enacted, in 1996, many people believed that hundreds, if not thousands, of children would be without assistance of any kind. In the years since the program has been established, many states have improved the lives of single mother?s and their children. Some states have done better than others. Any woman who is moving to another state and might be eligible for assistance is advised to investigate that state?s policies and programs before moving.

The fact that single mother assistance is not completely working may be a surprise to only a few people. There are too many different family situations and too many different laws in the different states to construct a totally reliable single mother assistance program. A variety of issues are of concern to anyone working to improve the lives of single mothers and their families.

One concern is the level of work available. Many single mother assistance programs encourage a mother to work. Many mothers would be happy to have jobs that pay above the minimum wage. Many jobs can help single mothers pay the bills, but those jobs don?t allow mothers to save much money. When some catastrophe occurs, the mother or a child gets very ill, for example, there are no savings accumulated that a mother can use to help with the medical bills that most single mother assistance programs won?t cover.

Jobs that would allow a woman to acquire some savings and get ahead usually need some advanced training or education that may not be available. The single woman is then stuck in a cycle in which she has a job and can pay her bills, but sinks back into poverty as her wages don?t keep up with inflation.

Child care is another problem with many single mother assistance programs. Many jobs that a woman can get do not pay the costs of the child care programs the mother needs for her children. There are some situations in which the mother could acquire more money by not working, staying home with her children and accepting government assistance. Many women prefer to work because the ability to provide for herself and her family allows the woman to develop increased self-esteem, which then allows her to think of acquiring an even better job and thus a better future. Single mothers, however, need to be able to provide for their children and they find good quality child care expensive.

The women who unexpectedly become single parents and need single mother assistance programs don?t always know how to locate appropriate resources. In some cases, the agencies that provide single mother assistance also have documentation requirements that are difficult for many women to complete. They may not, for a variety of reasons, have the documents necessary to complete the process to request assistance.

Many women discover that they need strong support systems to succeed in their lives. The lack of the support system may be part of the reason they need the single mother assistance in the first place.
